2025 Licensing Round Commercial Bid from Preferred Bidder to Petroleum Prospecting Licence: What the Nigeria Conference Decided and What Happens Next

On 21 July 2026, the Nigerian Upstream Petroleum Regulatory Commission (“NUPRC” or the “Commission”) conducted the Commercial Bid Conference for the Nigeria 2025 Upstream Licensing Round in Abuja. Commercial bids were opened and evaluated, after which Preferred Bidders and Reserve Bidders were identified for the blocks that attracted qualifying bids.


The Conference was undoubtedly a significant milestone, but it did not itself constitute the grant of any petroleum licence. What successful bidders presently hold is, in substance, a conditional pathway to an award. The legal right to explore the relevant acreage will arise only after the applicable post-bid requirements have been fulfilled, the Commission has recommended the bidder for an award, the Minister has approved the grant, and the relevant Petroleum Prospecting Licence (“PPL”) and contractual instruments have been executed.


The figures demonstrate both strong investor interest and a degree of selectivity. The Round initially attracted 286 applicants, of which 196 were prequalified. Thereafter, 143 companies submitted approximately 200 bids. Although 50 oil and gas blocks were offered, bids were received for 37 blocks, resulting in the announcement of 31 successful companies. The remaining 13 blocks did not attract bids and remain available for subsequent regulatory disposition. 


The more important story, frankly, begins now. The commercial bid process has started a tightly regulated post-bid timetable. Preferred Bidders must rapidly convert competitive bid commitments into financeable, legally compliant and operationally deliverable licence programmes. Reserve Bidders, meanwhile, remain commercially relevant because a failure by a Preferred Bidder to satisfy the applicable conditions may result in the block being offered to the Reserve Bidder.
