Legality of Retaining Travellers' Passports Upon Arrival in Nigeria Amidst Covid-19 Pandemic

The Federal Government of Nigeria has continued to introduce and enforce regulations across the board with a view to limiting the continuous outspread of the Covid-19 pandemic in the country.
The most recent setof guidelines was issued by the Federal Airports Authority of Nigeria (“FAAN”) (the “Guidelines”) on July 3, 2020. Earlier, the Presidential Taskforce “PTF” on Covid-19 had issued a set of regulations or directives (“Presidential Taskforce on Covid-19 Revised Quarantine Protocol”) (the “Directives”) Both the Guidelines and Directives are geared towards curtailing further spread of the Covid-19, as well as protecting all airport users.
